Simplifying administrative management for municipal directors

Context

The Association des directeurs municipaux du Québec (ADMQ) serves as the go-to resource and support network for general managers and clerk-treasurers across Quebec municipalities.

Leveraging this strategic position within the municipal ecosystem, the ADMQ sought to expand its service portfolio with a complementary digital solution. The association recognized an opportunity to address mounting sector-wide challenges: high staff turnover, complex management requirements, and the professional isolation of municipal directors were making information access and day-to-day operations increasingly challenging. To tackle this issue, the ADMQ aimed to develop a specialized dashboard that would streamline their members' work—introducing a valuable new offering to their service ecosystem.

Mandate and objectives

The ADMQ partnered with Mirego as their technology provider to bring their vision to life—developing a digital dashboard that would seamlessly integrate with the existing workflows of municipal, RCM, and regional board directors.

Approach

Immersive user research

Mirego employed a strategic approach grounded in deep user understanding and the identification of critical friction points and unique challenges facing municipal management.

To overcome these challenges, Mirego developed a strategy based on three complementary levers:

  • Streamlined onboarding: Simplify the initial experience by introducing platform features to users from the moment they sign up.
  • Re-engagement mechanisms: Integrate seamlessly with users' existing workflows and tools to create natural pathways that draw them back to the platform.
  • Network effects: Transform individual users into an interconnected ecosystem where collaboration and task delegation generate additional value while strengthening overall engagement.

This strategic framework ensures maximum users consistently experience the platform's value proposition over extended periods, securing the adoption and retention rates essential for project success.

Solution

Munys: a name with purpose

To clarify the offering and drive adoption, Mirego recommended developing a dedicated sub-brand for the management platform. The name "Munys" emerged from this strategic thinking, cleverly combining two perfectly aligned references: "municipalities" to ground the tool within its sector, and the French verb "munir" (to equip) to capture the essence of empowering municipalities with essential resources for success.

Munys positions itself as the tool that truly equips municipal managers with the resources necessary for their success. This brand promise goes beyond simple software functionality to become a true partner in the daily management of municipalities

Features

Beyond software: a productivity partner

Munys transforms the complexity of municipal administration into streamlined workflows. Rather than forcing managers to adapt to new systems, the platform seamlessly integrates with their existing methods and practices. This approach enables municipal management to shift from reactive firefighting to proactive planning, staying one step ahead of their extensive compliance requirements.

AI-powered contextual search

An advanced search feature leverages artificial intelligence through vector semantic representations. Unlike traditional exact-match searching, vector search understands user intent and identifies relevant content even when different terminology is used. Combined with conventional keyword search capabilities, this technology enables users to locate pertinent information far more efficiently.

Smart obligations calendar

At Munys' core lies a comprehensive legal and regulatory obligations calendar that provides clear visibility across time horizons: today's priorities, weekly, monthly, and annual requirements. No more mental juggling with multiple deadlines: the user immediately sees delays, important dates to plan for and can plan by anticipating rather than reacting.

Adaptive customization

Recognizing that every municipality has unique characteristics, Munys enables users to add personalized notes, integrate their own documents, and tailor workflows to their organization's specific requirements. The platform adapts to on-ground realities rather than imposing a one-size-fits-all approach.

Customizable task interface

Contract management and information request processing

A dedicated module supports directors in managing contracts and processing access to information requests. It features an automated deadline calculator and handles complaints and amendments, converting complex administrative processes into streamlined, guided workflows.

Comprehensive action sheets

Every obligation comes with a detailed guide that outlines the required steps, necessary documentation, and relevant legal references. This centralized approach eliminates time-consuming information hunting—all essential details are already linked to the appropriate task when you need them.

Assignment tile

Built-in delegation and collaboration

Munys allows assigning tasks or obligations directly in the platform, creating a network effect that engages multiple users. This functionality responds to the challenge of assiduity by creating regular interactions and natural reminders.

Notification cards

Dynamic updates and news

A built-in news system ensures users receive immediate updates on important ADMQ developments the moment they launch the application. Obligations, tools, and training materials are continuously updated, ensuring information remains current and reliable.

Design System

A purpose-driven visual identity

Munys' design system embodies the core values of accessibility and clarity that are essential for its diverse user base. Every color and typography decision is designed to minimize cognitive load, enabling directors to focus on their work rather than learning how to use the platform.

Technologies

Modern and future-proof custom solution

Rather than forcing a generic solution to fit ADMQ's specific requirements, the team chose to build Munys on a custom software architecture powered by proven open-source technologies: Elixir, Phoenix, Docker, and PostgreSQL. This technology stack provides a robust foundation for efficient feature development while leveraging battle-tested paradigms.

This modern technical architecture creates an optimal environment for product evolution, enabling the platform to not only meet current needs but also adapt seamlessly to emerging requirements without technological constraints that might limit future growth. This approach ensures a sustainable technology investment for ADMQ.
